The Supreme Petroleum Council was established under law No. (1) of the year 1988. The law clearly stipulates that the Council is the superior authority responsible for the petroleum industry in the emirate of Abu Dhabi. The Council formulates and oversees the implementation of Abu Dhabi's petroleum policy and follows up its implementation across all areas of the petroleum industry to ensure that the set goals are accomplished.
Upon its establishment the Supreme Petroleum Council received all roles, duties, and authorities of the Board of Directors of Abu Dhabi National Oil Company (ADNOC) and the Petrol Department. This mainly includes upholding the provisions of Law No. (8) for the year 1978 regarding the preservation of the oil industry. The law explicitly states that all petroleum operations and relationships with operating companies or foreign shareholders of oil concessions in the emirate must be in accordance with the provisions of this law.
